Pakistan Cricket Board (PCB) chairman Mohsin Naqvi has hinted at a potential resolution to the ongoing discussions surrounding the ICC Champions Trophy 2025 hosting arrangements. Speaking in an interview, Naqvi revealed that the PCB is prepared to make a decision to ensure the smooth conduct of the tournament, suggesting that the hybrid model is under active consideration, though still in its discussion phase. He emphasised that the PCB aims for a solution that will also hold equitable significance for future tournaments.
The debate around the hosting of the Champions Trophy escalated after India cited security concerns and refused to play in Pakistan. The PCB, initially firm about not relocating matches, opposed the ICC’s proposed hybrid model. Naqvi previously declared that India’s refusal to play in Pakistan was “unacceptable,” underscoring the board’s stance. However, Naqvi’s statement signalled a possible breakthrough, with the PCB seemingly softening its approach to align with broader tournament interests.
“A lot of things are going on, and I do not want anything to get spoilt in the middle of this rush. We have given our point of view on some points, and so have India. The only focus is on the win for cricket, that’s most important and definitely, everything in proper manner and with respect,” Naqvi said.
“We are going to do what is gonna be best for cricket. Whatever the formula the tournament is played in, definitely not a hybrid formula yet, but even if it is a new formula, it will be equal for everyone. At the end of the day we want cricket to win and Pakistan’s respect should be kept intact. Let’s see what happens,” he added.
Despite a recent ICC board meeting attended by all 12 full members, three associate members, and ICC officials, no consensus was reached. The hybrid model, which could see matches played across multiple venues, may now emerge as the preferred compromise, potentially easing tensions and ensuring the Champions Trophy proceeds without disruption.
While Naqvi’s recent comments do not see him directly accepting a hybrid mode proposal, the softer approach does keep the doors open. PCB has also put forward certain terms and conditions to the ICC if, in case, the decision on the hybrid model goes through. An official announcement is expected in the coming weeks.

India’s Matches in Dubai
All matches featuring the Indian cricket team, including group games, semi-finals, and the final (if qualified), are proposed to be held in Dubai. This aligns with the Indian government’s stance against sending the team to Pakistan.
Hosting Shift to Lahore if India Exits Early
If India fails to progress beyond the group stage, Pakistan will host the semi-finals and the final in Lahore, ensuring major matches remain on home soil.
Neutral Venues for Future ICC Events
The PCB suggested that in future ICC tournaments hosted by India, Pakistan’s matches should take place at neutral venues. This proposal addresses the political tensions affecting bilateral cricketing ties and mirrors previous tournament arrangements.
Tournament Schedule and Preparations
The ICC Champions Trophy is scheduled from February 19 to March 9, 2025. Matches in Pakistan will be hosted at Karachi, Lahore, and Rawalpindi, with stadium renovations already underway. Pakistan, the defending champions, last claimed the title in 2017.
